A rally is planned at 4:00 pm, Wednesday October 13th, outside of Baltimore City Hall in the Memorial Plaza, to speak out on the Comcast Cable Franchise Agreement and the City Council Hearing later at 5 pm in the 4th floor council chambers to take all statements from the community on the franchise agreement text and changes.
